The Assembly today received three key responses on health, tabled by Chairperson of the Health Committee, Hon. Bernard Ogutu, reaffirming Mombasa's push for quality, accessible healthcare.
Responding to a Statement by Port Reitz Ward MCA Hon. Fadhili Makarani, the Department outlined plans to modernize Coast General Teaching and Referral Hospital and Port Reitz Hospital following a taskforce that identified gaps in infrastructure and equipment.
Key interventions include upgrading specialized services at CGTRH including chemotherapy and emergency care, construction of a new 200-bed Level 4 hospital at Port Reitz, and construction of an Accident & Emergency Department at Port Reitz with support from Japan International Cooperation Agency (JICA).
Other measures include continuous refurbishment of facilities, Kenya Quality Model of Health (KQMH) quality assessments, quality audits, appointment of quality representatives, allocation of 60% of facility budgets to essential medicines and technology, and stronger client feedback systems.
The reforms are anchored in the CIDP 2023-2027 and the County Health Quality Policy 2022-2027.
Further, responding to a Statement by Tudor Ward MCA Hon. Samir Bhaloo sought on 19th August 2026, the Department confirmed the exemption of hospital bills for children aged five years and below is in force.
The programme, which started in May 2023 and is grounded in the Constitution, Health Act, Children Act and County Health laws, ensures no child is denied care due to inability to pay.
Facilities have received substantial reimbursements, though long-term sustainability will depend on predictable financing and integration with the Social Health Authority (SHA).
Subsequently, following a Statement by
Shikaadabu Ward MCA Hon. Juma Mwalimu Kambi the Department reported remarkable progress in cancer prevention between FY 2024/25 and FY 2025/26:
Cervical screening up by 79.5%, breast screening up by 118.2%, prostate by 29.7%, and colorectal and others by 30.6%.
The County continues to integrate screening across facilities, strengthening awareness, early detection and referral. Early detection saves lives.
The Assembly lauded the progress while calling for sustained financing and oversight to ensure quality healthcare for all.
