The County Assembly has officially resumed its regular sittings after a short recess, in line with the Assembly Calendar and Standing Order 25(3).
At the opening sitting, Members received a petition from residents of Kipevu Ward, presented through their Community-Based Organization Maendeleo ya Jamii Kipevu, highlighting long-standing concerns over land tenure and title deed issuance.
The petitioners noted that despite faithfully paying land rent for years on plots VMN/97, VMN/206, VMN/210, VMN/211 and VMN/1027, they remain without title deeds. A memorandum submitted on August 17, 2023, addressing the same matter, has yet to be resolved. They warned that the continued uncertainty has left families unable to plan or invest, living under fear of displacement and escalating rent.
The petition calls on the Assembly to seek clarity from the Department of Lands on the status of the titles, ensure Kipevu is integrated into the Countyโs development plan, enhance access to information, conduct a site visit and compel the Executive to take concrete action to safeguard residentsโ homes, dignity and livelihoods. The matter now stands committed to the Committee on Lands, Housing and Urban Planning for consideration and reporting within 60 days.
During the same sitting, the Deputy Majority Leader tabled four critical reports before the House:
1. The Mombasa County Annual Development Plan (ADP) for FY 2027/2028, including ward-based projects submitted by the public;
2. The County Government of Mombasa Executive Annual Report and Financial Statements for the year ended 30th June 2026;
3. The County Revenue Fund Annual Report and Financial Statements for the year ended 30th June 2026; and
4. The Receiver of Revenue Statement for the year ended 30th June 2026.
In line with Assembly procedures, the reports have been committed to the Finance, Budget and Appropriations Committee for detailed scrutiny and subsequent reporting to the House.
