The pursuit of a cleaner, greener Mombasa dominated today's proceedings as the County Assembly received two critical responses on environmental management.
The reports, both presented by Chairperson of the Committee on Environment and Solid Waste Management, Hon. Juma Mwalimu, follow Statements sought during the 72nd Sitting held on 19th August 2026.
First was a 15-Year Blueprint for Waste Management. The Assembly received the long-awaited Integrated County Solid Waste Management Plan 2026-2040. The response to a Statement by Hon. Hamisi Mtoto outlining a 15-year transformative strategy to overhaul solid waste collection, enhance recycling, and ensure safe final disposal across the County.
In a related matter, the House also received a response on the status of cleanliness and sanitation in the Central Business District (CBD). The report addresses concerns raised by Hon. Samir Bhaloo over garbage, drainage and hygiene in the city centre - the economic heartbeat of Mombasa.
The Department admitted the concern is justified, citing 5 key drivers: poor public behaviour and illegal dumping, weak enforcement, shortage of cleansing staff forcing harambees to cover streets, a deficit of loaders for its 13 daily routes, and increased street vendors at the Ferry and bus termini.
To fix it, the County is rolling out zoned tuk-tuk collection via CBOs, 3 collection shifts in the CBD (night, early morning, late evening), strict enforcement of bins and the 5-metre rule for businesses, and recruitment of more staff.
The immediate focus is restoring stability through equipment recovery, targeted evacuation, and stronger on-ground coordination.
Both responses were tabled for perusal by Members, reaffirming the Assembly's firm oversight role in driving effective service delivery, public health, and a dignified, business-friendly environment for all.
