The probe into the Coast General Teaching and Referral Hospital Governance continued with the Committee engaging former Chief Executive Officer Dr. Iqbal Khandwalla.
Chairperson Hon. Benard Ogutu informed Dr. Khandwalla the engagement would dwell on current CGTRH management concerns, reasons for his suspension as CGTRH CEO and any emergent issues. while reiterating the committee's desire to ensure impartiality, he told Members it would seek to determine whether there were lapses leading to the alleged incident and appropriate action recommended in its findings.
Responding to Hon. Ogutu, Dr. Khandwalla told the committee he always sought to provide quality and compassionate healthcare at CGTRH and at no time did he prevent or withhold provision of medical care to the deceased patient.
In his submission Dr. Khandwalla provided details of the incident from his call with the Member of Parliament for Mvita Hon. Machele, his recommendation on transferring the patient to CGTRH, reception, treatment, deterioration and eventual demise. He told the committee he expedited treatment, and also reached out to doctors urging intervention.
He explained how the patient had been received, stabilised, given medication to reduce swelling, how a CT angiogram was performed, the patient's condition deteriorating in the ward and why he had been put on the surgery list but could not be operated on.
To Hon. Abdirahman's query on if he had withheld emergency care, he said under his leadership administration and finance were dissociated with medical care. He reiterated his stance on not having gone to the ICU to deny the patient care.
Dr. Khandwalla went on to deny culpability and sought to exonerate himself from allegations he was to blame for having kept the patient too long before admitting him to Intensive Care, responding to Speaker Aharub's query. He told the committee all treatment protocols were started immediately and timely.
Subsequently, Hon. Ogutu told the sitting the committee would do a report after listening to all parties and submit its findings.
