Stakeholders have called for greater accountability, inclusivity and improved service delivery during the second day of the validation exercise for the Mombasa County Finance Bill, 2026 and the Annual Development Plan (ADP) 2027/2028.

The forum, moderated by Old Town MCA Hon. Abdulrahman Hussein, brought together residents, civil society organizations, youth representatives and other stakeholders to deliberate on the county's development priorities and proposed budget allocations.

Leading discussions on the ADP, Ms. Janet Molo sought updates on the childcare centre at Kongowea Market and other similar facilities established by the County Government. She also questioned the absence of funding for Gender-Based Violence (GBV) centres in the current financial year and called for the deployment of sign language interpreters in public health facilities.

Participants further urged the County Government to address accessibility challenges facing Persons with Disabilities (PWDs) by ensuring all public buildings comply with universal access standards.

Representing Miritini Ward, Ms. Harriet Mugenda requested progress reports on key projects, including the Kibarani Bus Terminus, water projects, Tononoka Stadium and the proposed fire station in Jomvu Sub-County, while seeking timelines for stalled developments.

Water security featured prominently in the discussions, with Ms. Lilian Chari, representing civil society organizations, proposing routine monitoring of the Mzima Springs-Mazeras pipeline to curb water losses caused by bursts. She also urged the County Government to explore alternative energy sources for water pumping systems to reduce operational costs.

Ms. Chari welcomed the proposed KSh10 billion allocation towards reducing Non-Revenue Water, expressing confidence that its effective implementation would significantly improve water supply across the county.

On youth affairs, Mr. Johnstone Kalama called for the fast-tracking of key policy frameworks, including the Youth Policy and Disability Policy, to strengthen support for young people and vulnerable groups.

The session culminated in the presentation of a memorandum by Mr. Zedekiah Adika, President of the Civil Society Organizations (CSO) umbrella under the Mombasa Accountability Committee, to Hon. Abdulrahman Hussein, a member of the County Assembly Finance Committee.

Presenting the memorandum, Mr. Adika highlighted the need for greater transparency in public expenditure, timely completion of development projects, improved healthcare services, enhanced water infrastructure and increased investment in social protection programmes. The memorandum also called for sustained citizen engagement, disability-inclusive development, youth empowerment initiatives and regular public reporting on project implementation.

Closing the session, Finance Committee Vice Chairperson Hon. Hamida Noor commended residents and stakeholders for their valuable contributions, assuring them that their views would inform the review of the two planning documents.

She particularly acknowledged concerns raised on disability accessibility and pledged to champion the adoption of disability-friendly infrastructure in public facilities and buildings. Hon. Noor further assured stakeholders of the committee's commitment to promoting accessibility, equity and equal opportunities through county development programmes.
