Citizen engagement took centre stage at Changamwe Social Hall as residents turned out to scrutinize the Mombasa County Annual Development Plan (ADP) 2027/2028 and the Finance Bill, 2026.

The forum was led by the County Assembly Committee on Finance, Budget and Appropriations chaired by Hon. Fadhili Makarani, who took residents through the key proposals and listened to their views on what matters most to them.

The hall was candid and engaged, with residents welcoming progress while firmly pushing for more inclusive and accountable development.

On education, Ms. Millicent from Port Reitz called on the County to expand the bursary scheme to cater for learners in boarding schools, who she said are often left out despite facing the same financial challenges.

Hamisi Faraj from Kipevu Ward urged the County to consider widows and vulnerable families in its empowerment programs, citing limited job opportunities in the area. He commended the County for the school feeding program and how it had improved children's health but asked for special consideration for children with dietary needs.

He also demanded equity in bursaries at day and boarding schools since both parents were levied the same when it came to Single Business Permits.

Youth voices were also represented. Hassan Ndilo from Port Reitz, representing the Changamwe Youth Resource Centre, asked the County to create dedicated art and creative spaces for young people by utilizing available open spaces, such as the area around Hakika Transport.

Accountability questions featured prominently. Mzee Aphan from Airport Ward sought clarity on the development record for the previous financial year and questioned why the Marshalling Yard project - which residents had previously opposed - was still appearing in the ADP. Similar sentiments were echoed by Philip Ogolla, who questioned why the County continues to rent office spaces when it has the capacity to construct its own.

Hon. Makarani thanked the residents for their frank and constructive submissions, assuring them that all views raised would be captured and considered as the Committee finalizes its report for the House.

The public participation forums continue across the sub-counties as the Assembly seeks to ensure the ADP and Finance Bill reflect the real priorities of Mombasa residents.
