The County Assembly has approved the nomination of two County Executive Committee Member (CECM) nominees after review of vetting reports tabled by the Vice Chairperson of the Committee on Appointments, Hon. Athman Mwamwiri.
The reports, which detailed the nomineesโ qualifications, integrity clearances, and sectoral priorities, were adopted by the House, paving the way for their appointment to serve in the executive arm of County Government of Mombasa.
Mr. Ibrahim Khamis Mutwafy, nominated to head the docket of Blue Economy, Cooperatives, Agriculture and Livestock, appeared before the Committee on Appointments on 21st November 2025. The committee confirmed that he met the integrity threshold, having been cleared by statutory bodies including the EACC, KRA, DCI, and HELB, and demonstrated a clear understanding of sectoral challenges such as declining fish stocks, marine pollution, and inadequate landing sites.
With more than 33 years of experience across both public and private sectors, including service as Director of the Coast Development Authority, Mr. Mutwafy presented strategies to digitalize fishing operations, expand youth training, and rehabilitate landing sites. The House found him to possess the necessary academic qualifications, professional expertise, and integrity, and subsequently ratified his appointment following the committeeโs recommendation.
On the same day, Mr. Jonathan Wepukhulu appeared before the Committee on Appointments for vetting as the CECM nominee for Public Service Administration, Youth, Gender and Sports.
In its report, the committee highlighted his solid academic credentials, including a masterโs degree in project planning and management and a bachelorโs degree in Biochemistry, complemented by 17 years of professional experience as CEO of Gati Group of Companies and as a university lecturer.
He pledged to advance youth employability through the establishment of digital hubs, collaboration with TVET institutions, and the promotion of grassroots sports initiatives.
Having been cleared by oversight bodies including EACC, KRA, DCI, and HELB, Mr. Wepukhulu was deemed compliant with Chapter Six of the Constitution on leadership and integrity.
The committee endorsed his nomination, citing his administrative expertise and commitment to youth and sports development. The House affirmed his nomination to serve in the respective docket.
