During the Special Sitting, the County Assembly approved the Public Participation Report for the Annual Development Plan (ADP) 2026/2027, which was developed through wide consultations across all six sub-counties to capture residentsโ€™ priorities and concerns.

Key issues highlighted included persistent water shortages, the need for improved drainage and sanitation, upgrading of health facilities and Early Childhood Development Education (ECDE) centers, and enhanced public security through functional street lighting. Residents also raised concerns over budget allocations, particularly to the Blue Economy and Fisheries sector, which they viewed vital to sustaining coastal livelihoods.

The County recorded notable progress in improved ECDE facilities, allowing more children to enrol and learn in better classrooms. It also gave bursaries to thousands of students across all wards, helping them continue with secondary and college education.

Fiscal governance was strengthened through the automation of revenue collection systems, which enhanced efficiency and improved overall performance. These reforms have laid a solid foundation for achieving ambitious Own Source Revenue (OSR) growth targets in the coming financial years.

Public submissions, stakeholdersโ€™ memoranda and Assembly inputs set clear priorities for Ward Based Projects in the ADP 2026/2027, ensuring citizen voices guide service delivery and budget planning.

The House unanimously adopted the Report and its recommendations, securing their inclusion in the ADP 2026/2027 and paving the way for implementation by the County Executive.
